Job Summary
The consultant will report to the Deputy Country Representative (Head of Programmes), with support from the Programme Specialist Women, Peace and Security (WPSHA team lead). The Programme Consultant will be responsible for:
- Managing development, implementation, monitoring and reporting of GiHA and WEE programmes
- Providing technical support to programme implementation
- Overseeing people and budget management
- Building partnerships and resource mobilization strategies
- Managing knowledge building efforts
Key Duties and Responsibilities
1. Programme Development
- Provide advisory support to Office Management
- Guide GiHA/WEE programme development
- Review project strategies, documents and workplans
- Develop systems for programme planning and implementation
- Prepare policy documents and strategic papers
2. Programme Implementation
- Ensure work plans comply with UN Women goals
- Align budgets with logical framework matrices
- Prepare activity reports and donor reports
- Manage programme quality control
- Build relationships with national partners
3. Monitoring and Reporting
- Establish monitoring standards and indicators
- Track progress against results frameworks
- Prepare technical reports
- Coordinate audit preparations
- Provide RBM training when needed
4. Partnerships and Resource Mobilization
- Develop resource mobilization strategies
- Research donor opportunities
- Identify areas of cooperation based on strategic goals
5. Knowledge Management
- Identify best practices and lessons learned
- Contribute to global knowledge dissemination
Qualifications and Experience
Education
- Master's degree in Social Sciences, Human Rights, Gender Studies, International Development or related field (required)
- First-level degree with 2 additional years experience may be accepted
- Project management certification (PMP®, PRINCE2®, MSP®) is an advantage
Experience
- 5+ years in programme management (design, coordination, M&E)
- Technical expertise in gender/humanitarian action and women's economic empowerment
- Experience in budgeting, work planning and programme writing
- Government/development partner coordination experience (desirable)
- Resource mobilization experience (desirable)
- UN system experience (desirable)
Languages
- Fluency in English (required)
- Other UN languages (asset)
