Job Summary The Desert Locust Response Coordinator will be responsible
for the coordination and management of FAO’s Desert Locust Response activities
aligned to the three pillars outlined in the Appeal in support of the
Government of Uganda’s intervention. The position will be based at the FAO
Representation in Kampala with regular travel in Eastern and Northern Uganda.
The position’s technical focus is on the quality and timely implementation of
the Desert Locust Response activities in line with the lifecycle of Desert
Locusts and the risk for future swarms entering Uganda from Kenya.
Key Duties and Responsibilities The Desert Locust Response Coordinator
will be responsible for the following tasks
Liaise and collaborate with all stakeholders GOU, DLG, private sector and
civil society working in along the three pillars of the Desert Locust
Response to meet quality expectations quickly and efficiently;
Liaise with FAO personnel in the field offices and in Kampala to ensure
that FAO activities are delivered within the agreed scope, time, cost and
quality.
Follow up with FAO personnel on procurement and timely delivery of
equipment and materials for Desert Locust Response activities to targeted
beneficiaries/users, notably aligned to Pillar 1 Surveillance and control
and 2 Livelihoods protection and recovery.
Support district local governments in affected and threatened districts to
organize coordination and technical meetings and training workshops.
Participate in coordination meetings and take necessary follow up actions,
including briefing senior management at FAO;
Articulate FAO’s interventions in the country in relation to global, sub-
regional and national frameworks;
Provide technical advice and support, monitor progress and report on Desert
Locust Response achievements.
Guide, in consultation with FAO technical experts, to ensure that
activities on the ground are technically sound and meet expectations of
government, donors and the communities served;
Support and follow up interventions to ensure functionality of structures,
concrete plans and strategies for surveillance and control and livelihoods
protection and recovery.
Provide timely project reports and input into monthly programme bulletins.
Perform any other duty as shall be assigned.

Qualifications, Skills and Experience
The applicant for the United Nations FAO Desert Locust Response Coordinator
job must hold a Master’s degree in agriculture economics, agricultural
sciences, development studies, social sciences or related subject.
At least three years of relevant professional experience in programme
management, preferably in emergencies.
Experience in coordinating Desert Locust Response or similar humanitarian
response interventions
National of Uganda
Experience in managing multi-donor funded agricultural livelihoods
programmes, especially in Eastern and Northern Uganda preferred.
Ability, willingness and initiative to meet tight work schedules.
Demonstrated leadership and teamwork skills.
Experience with external coordination platforms and mechanisms, emergency
response preferred.
Experience working along the humanitarian-development nexus and in
agricultural livelihoods, experience in cash programming and the provision of
technical assistance to pastoralists and/or farmers preferred.
Relevant work experience for an international or multi-lateral organization
and/or with government is an added advantage.
Excellent written and spoken English is required.
