Job Summary ⇒ Under the direct supervision of the Chief of Mission CoM
for Uganda, and in close coordination with the Programme Coordinator in Uganda
and the Regional Office RO Nairobi Senior Regional Thematic Specialists and
relevant units at Headquarters, the Programme Manager Labour Mobility and
Human Development LHD at IOM Uganda will be responsible for the overall
management of labour migration and human development programming in Uganda,
including planning, managing, budgeting, timely implementation, and monitoring
and evaluation.
Key Duties and Responsibilities
⇗ Develop, prepare, implement, and provide oversight of programmes and
projects in the field of labour migration and human development, ensuring that
they are
o Consistent with IOM’s policies, thematic guidance notes and any relevant
national policies and/or regional strategies;
o Coherent, relevant, and feasible, and take into account good practices in
the area of labour migration and migrant protection;
o Developed and implemented according to IOM’s project development procedures
as established by the IOM Project Handbook and related Standard Operating
Procedures SOPs;
o Effectively coordinated with implementing partners and other relevant
stakeholders; and
o Regularly monitored by developing monitoring tools as necessary to ensure
effective implementation of activities.
⇗ Ensure an efficient management and implementation of the LHD Programme
portfolio. This entails identifying the sectors/ ministries within Uganda that
needs the most assistance in terms of institutional capacity building. Conduct
regular institutional assessments in order to inform IOM’s level of
intervention and duration of such intervention and ensure appropriate
visibility.
⇗ Coordinate the management and implementation of the new funded Global Fund
to End Modern Slavery GFEMS project including but not limited to human
resource management, budgetary backstopping and oversight of project
expenditures, procurement planning and oversight, grants and contract
management, compliance, asset management, technical oversight, operational
oversight, and oversight of monitoring, evaluation, and reporting.
⇗ Facilitate in close coordination with the IRIS Secretariat all the capacity
building activities planned under the GFEMS project.
⇗ Ensure timely and quality preparation and submissions of project reports
according to IOM and donor formats as required. Prepare regular updates,
programme summaries, press releases and other relevant information materials
and statistics, according to the specific project needs.
⇗ Monitor and be responsible for the administration of multiple budgets and
financial status of projects and propose corrective measures in coordination
with the mission’s Senior Resource Management Officer SRMO and CoM, as well
as relevant units at the RO in Nairobi; and ensure timely and accurate donor
reporting in coordination with the SRMO.
⇗ Effectively engage with the Uganda Government both at the national and
local levels, in particular with the Ministry of Labour and other key
ministries; and provide policy advice and technical assistance to relevant
Government departments in line with national policies and/ or regional
strategies; Coordinate training for Ugandan Government officials on labour
migration issues.
⇗ Contribute to the development an effective labour migration strategy/policy
for IOM Uganda to provide assistance to the Government of Uganda in
strengthening and exploring bilateral labour agreements with the Gulf
Countries as well as some western countries.
⇗ Provide guidance and build synergies and look into complementarities with
other LHD projects such as the new 2020 IOM Development Fund IDF projects
regional and country specific.
⇗ Integrate employment, development and skills policies that maximize the
employment impact of economic growth, investment and development, which are
gender sensitive and inclusive.
⇗ Establish and maintain strong partnerships with relevant units within IOM
Uganda, government entities, donors, civil society and institutions, UN
agencies and other stakeholders.
⇗ Facilitate the development and submission of new project proposals and
fundraising opportunities relevant to Uganda by leading technical and project
development initiatives in line with the LHD and IOM Uganda’s strategic
objectives.
⇗ Actively contribute to programme analysis and presentations by providing
inputs on activities, achievements, and problems encountered and pertinent
developments; and regularly share national and cross-border trends and
developments with the regional thematic specialists at within RO Nairobi and
other relevant colleagues as appropriate.
⇗ Facilitate close collaboration with IOM's other service areas in the
country, including Migration Health, Migrant Protection, and Immigration and
Border Management in order to integrate and mainstream labour migration and
human development into project proposals, tools and strategies where relevant
and possible.
⇗ Represent IOM in various forums and thematic groups relating to migration
and labour development at national level and other relevant fora as required.
⇗ Supervise and mentor project staff, conduct performance appraisal of the
staff using the IOM Staff Evaluation System SES and actively identify and
promote training needs of the staff.
⇗ Undertake regular duty travels related to programme and project management
as required.
⇗ Perform such other duties as may be assigned.
Qualifications, Skills and Experience ⇒
⇗ The applicant must hold a Master’s degree in International Development,
Social or Political Science or a related field from an accredited academic
institution with five years of relevant professional experience; or a
University degree in the above fields with seven years of relevant
professional experience.
⇗ Experience in the field of international development or humanitarian
response, including at least 2 years of field experience;
⇗ Experience with project management and implementation, especially, multi-
year and multi-sectoral projects;
⇗ Experience working with government officials, donor agencies, civil society
organization, non-governmental organizations and institutions;
⇗ Experience in creating information materials, as well as experience in
making presentations and delivering training;
⇗ Experience working with Uganda Government officials an advantage.
⇗ Knowledge and/or experience in labour migration and human development, as
well as working with diaspora experts;
⇗ Knowledge of the region an advantage.
⇗ Languages ⇒ fluency in English is required oral and written. Working
knowledge of French is an advantage. Proficiency of languages required will
be specifically evaluated during the selection process, which may include
written and/or oral assessments.
