About US
The International Association of Women Judges IAWJ, in partnership with the
National Association of Women Judges Uganda NAWJU, is implementing a grant
program entitled “Women Judges Leading Efforts to Improve Justice Sector
Effectiveness in Combating Labor Trafficking.” The project includes judicial
training, development of a bench book, creation of indicator cards, and
regional dialogues.
Job Summary The Monitoring, Evaluation & Learning MEL Coordinator
Program is responsible for developing and implementing a monitoring,
evaluation and learning system for the project. Specifically, the MEL
Coordinator will create quantitative and qualitative data collection tools and
processes documented in a learning agenda and a logframe, train staff and
partners in MEL system implementation, coordinate all data collection efforts,
ensure data quality, process as well as analyze the data for donor reporting,
adaptive management, and learning purposes. The successful candidate will be
detail-oriented, have outstanding judgment, possess outstanding written and
oral communication skills, and be able to problem solve. He or she will work
independently and be able to troubleshoot common problems.
Key Duties and Responsibilities
Coordinate monitoring and evaluation across all activities conducted by
IAWJ and IAWJ-KC as part of this project;
Coordinate and engage with IAWJ headquarter staff as it relates to MEL
requests
Develop a Data Quality Assessment DQA and provide data quality
information for quarterly reports;
Support donor site visits and respond to donor MEL questions;
Develop and implement feedback sessions for project participants;
Conduct monthly internal reflection meetings with IAWJ and IAWJ-KC program
members to reflect progress towards meeting project’s outcomes and outputs.
Prepare detailed summaries of these meetings, which highlight any
recommendations made by the group, and give any progress updates on
outstanding points discussed at earlier internal reflection meetings.
Represent the project at the GFEMS coordination meetings;
Proactively advise and support IAWJ staff and partners on all M&E related
matters, including proactively communicating M&E requirements, tasks, and
expectations to staff
Oversee and conduct all requirements and tasks in MEL plans and indicator
matrices, which may include but is not limited to planning for data
collection, preparing and piloting data collection tools, collecting data,
documenting success stories storing and maintaining data, and analyzing data
and providing MEL capacity building/training support to colleagues as
requested.
Lead data collection and MEL narrative reporting for quarterly and annual
reports;
Lead reporting on program activities, and associated output, outcome, and
impact level results; this may include drafting sections of activity, weekly,
quarterly or final reports and providing data analysis support to program
staff drafting quarterly reports.
Performs any other duties as assigned.

Qualifications, Skills and Experience
The applicant must hold a Bachelor’s degree;
At least two years of professional experience in the international
development sector, with experience in data management and analysis;
Demonstrated understanding of the program theory-based approach to program
design, monitoring and evaluation;
Ability to manage diverse activities and to meet deadlines required.
Strong time management and organizational skills;
Ability to work with a small team and independently; and
Strong computer skills
Desired Qualifications
Past experience working on international development projects funded by
USG;
Some knowledge of human trafficking issues
Familiarity with qualitative data collection and analysis required,
familiarity with quantitative data analysis preferred.
