Job Summary The Monitoring and Evaluation Manager is a member of the Jane
Goodall Uganda Office that provides technical expertise in general program
monitoring, reporting on indicators for measuring program overall performance
and progress towards set goals/objectives and developing and maintaining the
Country Monitoring, Evaluation and Learning MEL plan. The Monitoring,
Evaluation, and Learning Manager will primarily be responsible for project
data collection, verification, and reporting. They will also be responsible
for generating country specific periodic performance monitoring reports
Africa Program Global indicators and Country Project Portfolio performance.
She/he will support implementation of the adaptive management best practices
and guide project team through the process of learning from and making
programmatic decisions based on the results of monitoring and evaluation data.

Qualifications, Skills and Experience
The applicant must hold a Master’s degree in a related field
Demonstrated ability in data analysis, monitoring, and evaluation of
project implementation activities in the context of biodiversity/natural
resource and/or development projects.
Expertise in, but not limited to, reviewing work plans, quarterly reports,
participating in field visits, initiating regular portfolio reviews,
contributing to program evaluations and adaptive management processes.
Demonstrated knowledge and understanding of all requirements necessary for
results driven program monitoring, evaluation, and learning.
Experienced in developing and effectively applying performance management
plans or similar tools is required.
Experience applying theories of change, results frameworks, logical
frameworks, or similar tools for project design, implementation and learning
is a plus.
At least five years of progressively responsible professional experience in
a performance monitoring and/or evaluation role with an international
biodiversity/natural resource and/or development organization.
Proven expertise supporting monitoring and reporting activities in
developing countries, experience in Uganda strongly preferred.
Excellent research and survey writing and data collection methodology
skills.
Experience conducting data collection and quality assessment activities in
the field.
Language Proficiency Fluency in speaking, reading, and writing
English required. Strong communication skills, both interpersonal and written.

Skills and Abilities
Excellent verbal communication and interpersonal skills;
Strong analytical skills and the ability to summarize information in a
clear and concise manner;
Strong writing and editing skills;
Proven ability to work with a diverse team in challenging environments;
Experience with performance management of biodiversity and natural
resources, climate change and/or development issues programs;
Knowledge of specialized monitoring and evaluation tools and processes is a
plus; and
Knowledge of and experience with geographic information systems preferred,
but not required.
