Job Summary The Policy Analysis Specialist will contribute to UNICEF Uganda’s programme results by supporting UCO’s engagements with both national partners and development partners, primarily through the coordination of social sector investment mapping, the development of external policy briefings, and facilitating UCO’s efforts to strengthen advocacy on behalf of children’s rights in Uganda.
The Policy Analysis Specialist will report to the Representative in collaboration with technical sections and staff as relevant.
Key Duties and Responsibilities
Draft and Finalize Policy Briefs on Critical Issues Affecting Children and Adolescents
In support of the Uganda CO policy advocacy agenda, lead in the drafting and finalization of external policy briefs on critical issues affecting children and young people, under the supervision of the Representative in collaboration with the Chief Social Policy.
Engagement with Development Partners and National Partners
Tracking off-budget expenditure Take the lead within UCO in documenting and reporting the off-budget expenditures of development partners on behalf of national partners especially the Ministry of Health and Ministry of Education and Sports, with the potential to expand to other sectors as well, with the goal of institutionalizing the off-budget mapping of social sectors. Support the development of briefings highlighting the off-budget financing for social sectors in collaboration with national partners and development partner groups.
Advocacy of policy issues relevant to children’s rights in Uganda Coordinate with and support UCO’s technical sections in periodically updating development partners on policy issues relevant to children’s rights and UCO’s work in these spaces. These updates may include the creation of products or other materials that can assist development partners in their advocacy with national partners and within their own institutions at HQ levels. The frequency of these update will be determined in consultation with sections and the Representative.
Projecting UNICEF’s work in Uganda Support technical sections in projecting and disseminating periodic updates of UNICEF’s broader work in Uganda. These updates may be general in nature—capturing success stories across relevant sections and how they fit strategically within the UNICEF-GOU Country Programme Document—or tailored to the specific advocacy and funding priorities of different partners.
Facilitate the Engagement of Representative’s Office/ Senior Management Team with UN Country Team and the UNSD Cooperation Framework Governance Structures
Monitor the strategic communications from the UN Resident Coordinator’s Office, the UN Country Team, and various UNCT coordination forums to distil key management actions for consideration of the Representative and SMT. As needed, draft concise briefing notes to inform subsequent SMT discussions.
Support to the Office of the Representative
In support of the oversight functions of the Representative, facilitate the coordination of high-level internal and external meetings that the Representative chairs or participates in, including the preparation of meeting briefing packs, the finalization of agendas, the preparation of aide memoires, the recording of key actions for UNICEF Uganda, and the monitoring of action points for timely closure. Support the drafting of external communications when requested by the Representative.
Internal meetings CMT, CO AMP meetings, review meetings chaired by Representative, and when invited, field visits by the Representative.
External meetings Steering Committee meetings of UN Joint Programmes and any other meeting requested by the Representative.
Qualifications, Skills and Experience
The ideal candidate must hold a university degree in Social Sciences or other related field.
At least Five 5 years of progressively responsible professional work experience in programme planning, administration, monitoring and evaluation.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language Arabic, Chinese, French, Russian or Spanish or a local language is an asset.
