About US
UBOS is a semi-autonomous agency of Government responsible for maintenance, coordination, supervising and monitoring of the National Statistical System to ensure the collection, analysis and dissemination of standardised statistical information. The Bureau is also mandated as the principal official statistics producing agency in the country.
 
Job Summary  The Director, Digital Solutions and Data Capability will provide professional and strategic leadership in Information, Communication and Technology ICT and other Information Systems to support statistical production in the Bureau and the entire National Statistics system. The job holder provides management direction in developing and maintaining appropriate and adequate digital solutions, harnessing and managing data and dissemination in accordance with the Bureau’s strategic plan.
 
Key Duties and Responsibilities 
Provide strategic leadership on all IT matters of the Bureau including planning, development, implementation, coordination and evaluation of the information, communication and technology systems of the Bureau.
Oversee the development and maintenance of UBOS IT Business processes including an effective IT Business Continuity plan; implementing necessary disaster recovery procedures and also performing periodic re-design and improvements on the UBOS disaster recovery system.
Develop, implement and maintain statistical databases including the National statistical databank, information management systems, website, Data portals and Statistical dissemination systems. Monitor database performance, and perform tests and evaluations to ensure data security, privacy and integrity.
Responsible for IT infrastructure, systems, security; digital connectivity; Geo-Information Systems; and Data Science
Be a champion for a data-driven culture, by providing leadership to a team of IT Experts.
Provide leadership to the IT staff through planning, prioritizing workloads, setting scorecard performance objectives, conducting appraisals, capacity building and development while ensuring that staff are competent to deliver results.
Formulate management techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data.
Determine, enforce, and document database policies, procedures and standards, and system backups ensuring adherence to legal requirements
Prepare, produce and implement the Directorate’s Annual Work Plan, budget and procurement plan and Quarterly performance reports in accordance with the Bureau’s strategic objectives.
Develop technical specifications for the procurement of all UBOS IT related goods and services hardware and software maintenance to ensure value for money.
Ascertain that the Bureau’s network is up-to-date with the information systems standards set by the industry and regulatory bodies and is also up- to-date with prevailing trends.
Administration of the Directorate and Management of Human Resources


Qualifications, Skills and Experience
The ideal applicant must hold a Master’s Degree in Information Technology, Computer Science, or Information Systems; Mandatory.
A Bachelor’s Degree with Honours in Statistics, Mathematics, Information Technology, Computer Science, or Computer/Software Engineering from a recognized University;
IT Industry Certifications with a bias to software development / engineering, such as Microsoft Certified Solutions Developer, Certified Software Development Professional
Post graduate training in Management or a Business related field is an added advantage
At least 13 years of proven working experience in the field of Information Technology and data management, four years of which should be at a level of Head of Department or 8 years as Principal IT Officer. The experience should have been accumulated from working with a reputable public or private organisation.
ICT policy and strategy development and management
Enterprise level ICT Solutions design
Business intelligence, Data science, IT Innovations
Experience in database management
Experience as a Programmer/Web Developer/ Systems Design/ Geo-Information Systems
Experience in IT & information governance, standards and procedures
Experience working with 3rd party suppliers, including digital agencies and software vendors.
Experience with managing multi-specialized IT staff.
Practical hands-on experience in managing big networks and web or data portals.
Good knowledge of E-government initiatives, applications and tools.
Solid knowledge about data information sources across the government and non-government systems.
Good knowledge and appreciation of statistical techniques, including their application
Strong leadership and Management Skills
Excellent Interpersonal, people management, presentation and team playing skills.
A pro-active attitude and ability to work with, motivate and stimulate subordinates;
Good judgment, creativity, high sense of responsibility, tactful, ability to plan, organize and measure outcomes of interventions as well as work under minimum supervision
Excellent oral and written communication skills, results-oriented skills and experience in managing objectives with the customer in mind;
Strong analytical and problem-solving skills;
Good advocacy and negotiation skills
