communication to encourage the adoption of healthy behaviors in the projects

Project Background:
The Social and Behavioral Change Activity SBCA is a five-year program
implemented through a cooperative agreement between the United States Agency
for International Development USAID/Uganda and Johns Hopkins Center for
Communication Programs CCP. The vision of USAID’s Social and Behavioral
Change Activity is a Uganda where individuals and communities are not just
healthy, but resilient, supported by strong adaptable systems and institutions
to lead productive lives. The SBC Activity supports the Government of Uganda
GoU and US government USG implementing partners to design and implement
Social and Behavioral Change SBC communication initiatives that contribute
towards reduction in Maternal and Child mortality, Malaria prevalence, Total
Fertility rate, new HIV infections, TB prevalence and improved Nutrition out
comes, resilience and improved SBC systems and expertise.
Key Duties and Responsibilities ⇒
⇗ Prepare auditable journal entries
⇗ Assemble financial vouchers in an organized way that facilitates quick
review and approval that meet audit standards and are signature ready with the
first submission
⇗ Immediately inform, guide and request revision to supporting documents that
do not meet donor, University or audit requirement e.g. incomplete or
inaccurate forms, missing support, illegible photocopies, missing printed
names, signatures, dates, etc.
⇗ Enter financial vouchers into QuickBooks daily ensuring the accuracy and
completeness of each entry
⇗ Make timely and appropriate escalated follow-ups with travelers to ensure
they reconcile advances
⇗ Assist in reviewing travel and program accountabilities to ensure accuracy
and proper cost allocations
⇗ Ensure timely and appropriate transfers of cash between the UGX and the USD
bank accounts
⇗ Maintain photocopies of financial transactions and file per CCP imprest
filing procedures
⇗ When necessary, write checks for disbursement and receipts for cash
received
⇗ Support completion of end-of-month tasks in a timely manner, with minimal
or no errors
⇗ Conduct routine and ad hoc independent verifications of transactions
submitted to finance
⇗ Ensure the completeness, accuracy, timeliness, adequacy and appropriateness
of all financial transactions and related support i.e. ensure all financial
transactions meet audit standards
⇗ Review invoices to ensure all applicable withholdings and taxes are correct
per accounting and revenue authority guidelines
⇗ Prepare, process and keep records of VAT exemption and reimbursement
documentation, and remit based on prevailing host country and sponsor
guidelines for CCP and USAID funded award project subrecipients
⇗ Ensure documentation supporting VAT transactions is adequate, appropriate,
complete and correct for CCP and USAID funded award project subrecipients
⇗ Engage, submit and follow-up on VAT submissions with USAID
⇗ Follow appropriate protocol for reporting suspected internal controls
violations
⇗ Act at all times in accordance with the country law and standards of
accounting practices
⇗ Other duties as assigned
Qualifications, Skills and Experience ⇒
⇗ The applicant should have experience managing USAID cooperative agreements
including a working knowledge of the 2 CFR 200/700 a significant added
advantage
⇗ Three years’ experience in the financial management of donor-funded
programs of similar size
⇗ Bachelor’s degrees in Commerce Finance, Finance, Accounting, Business
Administration or related field; Master’s degree in related field is an added
advantage
⇗ Certified Public Accountant CPA; part qualified or equivalent will also
be
⇗ Considered; either is an added advantage
⇗ Knowledge of U.S. Government cost principles, rules and regulations
⇗ Strong organizational skills and the ability to work in a team-oriented
environment
⇗ At least an intermediate skill level using Microsoft Excel and Word and
QuickBooks
⇗ Ability to apply mathematical concepts that include but are not limited to
algebra, probability, statistics and numerical analysis
⇗ Ability to apply mathematical concepts that include but are not limited to

⇗ Ability to communicate adequately and effectively in English, both verbally
and in writing
