Baylor-Uganda is a private not for profit child health and development
organization providing family-centered pediatric HIV/AIDS prevention, care and
treatment services, health professional training, and clinical research in
Uganda. Baylor College of Medicine Children’s Foundation -Uganda Baylor-
Uganda is an indigenous not-for-profit child health and development
organisation affiliated to the Baylor College of Medicine International
Paediatric AIDS Initiative BIPAI, a Network of paediatric HIV/AIDS care and
treatment Children’s Clinical Centres of Excellence and international program
offices in 11 countries across Africa and Eastern Europe.
Job Summary The Field Epidemiology Training Program FETP is an in-
service training program that aims to develop epidemiologic skills and public
health competencies across all levels of public service. The Frontline FETP
F-FETP is a 3-month program for district-level public health staff aimed at
improving surveillance data quality and use at the district level. The
Intermediate FETP I-FETP is a 9-month program for regional-level public
health staff intended to improve basic outbreak investigation, surveillance
system evaluation, and surveillance data use and analysis at the mid-level of
the health system. The Advanced FETP is a two-year fellowship for Masters-
level health staff aimed at improving public health capacity across all areas
of public health response at the national level.
All FETPs are required to spend a minimum of 70% of their training time in the
field conducting exercises and fieldwork and a maximum of 30% in the
classroom. The curricula for F-FETP and I-FETP is aimed at developing specific
competencies through didactic training, case studies, and field exercises with
clearly-defined and evaluated outputs. Having location-specific curricula,
exercises, and case studies is critical to ensuring maximal benefit for
program trainees. In addition, countries are encouraged to modify the existing
curricula to focus on modules specific to their needs and existing gaps in
public health capacity.
Scope of work
Curricula for the F-FETP and I-FETP already exist in full. However, they are
developed with global settings in mind and do not include COVID-specific or
Uganda-specific exercises and training. The purpose of this consultancy is to
modify the existing F-FETP and I-FETP curricula to ensure exercises related to
COVID-19, health informatics, and Uganda-specific issues are included. The
consultant will be expected to become intimately familiar with the FETP course
programs, schedule, and curricula, and, in consultation with the FETP-Advanced
Resident Advisor, modify Powerpoints, Word documents, field exercise plans,
participant guides, and instructor guides within 3 months.
The consultant is expected to have a strong understanding of basic
epidemiology odds ratios, attack rates, relative risks, proportions and
impeccable attention to detail formatting of Powerpoints, spelling,
punctuation, etc.. He or she is expected to have a strong work ethic and a
collaborative nature.

COVID-specific examples, including instructor guides, participant guides, and
slides
Completed, modified I-FETP curricula with Uganda-specific exercises and
COVID-specific examples, including instructor guides, participant guides, and
slides

Qualifications, Skills and Experience
The applicant must hold a Master’s Degree in epidemiology
Completed or near completed advanced field epidemiology training
Three years of related work experience
Broad knowledge and a strong understanding of the importance of data
quality and use
Previous experience teaching and/or designing instructional content
General knowledge about COVID-19 disease
Proven ability to independently conduct online research using PubMed and
Google
High level of attention to neatness and detail
NOTE
