Key Duties and Responsibilities ⇒

These responsibilities shall be the same for all positions with the same
title. The responsibilities shall be short and essential. Details belong in

⇗ Ensure adherence with NRC policies, tools, handbooks and guidelines
⇗ Implement delegated support function portfolio according to plan of action
⇗ Prepare and develop status reports as required by management
⇗ Ensure proper filing of documents
⇗ Promote and share ideas for improvement of the support function
Specific Responsibilities These responsibilities shall be adapted to
the particularities of the job location and context, phase of operation,
strategic focus and type of programme intervention. This section shall be
revised whenever a new employee is hired or the context changes significantly.
Duty of Care
⇗ Conduct periodic staff and duty of care training and sensitisation sessions
for all staff
⇗ Participate in Health Safety and security assessments.
⇗ Focal point person for Staff psychosocial support initiatives
⇗ Continuously asses and report compliance on Minimum staff care Duty of Care
Standard
⇗ Propose and organize in conjunction with staff welfare committees staff
well-being initiatives.
⇗ Focal point person for people well-being initiatives.
Recruitment, on boarding, development and people planning
⇗ Facilitate planning and implementation of staff performance management in
close collaboration with departmental heads. Will follow up on work and
development plans as per NRC performance management cycle ensuring performance
objectives meet required standards and required mechanisms are in place to
facilitate good performance and feedback.
⇗ Through the performance management Cycle, ensure training needs are
properly clustered and respective trainings timely planned and executed as per
the annual capacity-building plan.
⇗ Participate in the collection of feedback on learning events and
presentation of results for review purposes.
⇗ Support, the administration of effective and timely recruitment processes,
promoting equity, transparency, and consistency at every step of the process
i.e. review job descriptions, posting ads and managing the hiring process
⇗ Provide expertise to all people involved in the recruitment process on how
to lead it properly with the aim of recruiting professionals and people with
potentials to be developed.
⇗ Liaise with Area Offices to Implement NRC’s Induction NRC plus & NRC lite
within the prescribed time.
⇗ Participate in workforce planning.
Human Resources Policies and reporting.
⇗ Support in the Implementation of the rollout of the NRC People.
⇗ Maintain a catalogue of policy changes and continuously arrange for the
sensitization and role out in all locations.
⇗ Monitor potential staff relations or personnel problem areas and keeps HR
Manager and Country Director informed of situations.
⇗ Support in disciplinary procedures and ensure it is administered in an
equitable and fair manner and meets all legal and labor regulations and
requirements
⇗ Follow up on staff changes and assist the HR Manager to compile HR reports
on a monthly basis.
Qualifications, Skills and Experience ⇒
⇗ The applicant for the Norwegian Refugee Council NRC HR Officer – Staff
development and Staff Care job must hold a University degree in Human
Resources Management/Management or related field from a reputable university
⇗ Masters is in HR or related field is an added advantage.
⇗ At least three years' experience from working as HR officer with INGOs in a
humanitarian/recovery context.
⇗ Understanding of the relevant laws and statutory requirements.
⇗ Good communication and interpersonal skills
⇗ Documented results related to the position’s responsibilities
⇗ Basic employee counseling skills
⇗ Service orientation, Strong organizational and team working skills
⇗ Good cultural awareness and sensitivity
⇗ Highly degree of confidentiality
