Job Summary The Program Officer will work closely with the Chief of Party COP and Deputy Chief of Party DCOP to lead and coordinate field technical activities for the USAID Uganda Biodiversity for Resilience B4R Activity. B4R provides technical assistance to communities, the government of Uganda, and the private sector, to conserve and manage biodiversity in target ecosystems for lasting environmental and economic sustainability and increased community and household resilience. The Activity works closely with key government agencies including Uganda Wildlife Authority UWA and the National Forest Authority NFA in four target landscapes of Kidepo Valley National Park area, Murchison Falls National Park area, Budongo Central Forest Reserve and Lake Mburo National Park area.
 
Key Duties and Responsibilities 
Oversee technical and administrative operations in B4R’s four target landscapes, including direct supervision of Landscape Coordinators.
Support B4R Landscape Leads to ensure harmonization and effective coordination of field activities among B4R consortium.
Travel 50% of the time to B4R’s target landscapes to ensure compliance, quality and consistency during activity planning and implementation across all landscapes.
Provide strategic support to the COP, DCOP and Landscape Leads in the development and production of timely annual work plans, quarterly progress reports, and other technical deliverables as needed.
Liaise with the technical, finance and compliance teams in Kampala as needed to ensure timely and accurate processing of all landscape related information from selected grant awardees.
Ensure that lessons learned, and best practices are documented and shared with the project monitoring team to enhance project outcomes and alignment with beneficiaries and partner priorities.
Manage relationships with all stakeholders
Support the technical team in preparation of routine client updates and coordination of field visits.
Oversees day-to-day stakeholder engagement and coordination in all target landscapes.
Other duties as required.


Qualifications, Skills and Experience
The ideal candidate must hold a Master’s degree and 3 years related work experience; or
A Bachelor’s degree in in management or natural resources management or another related field and at least 6 years of experience in field-level activity implementation, including engaging district government officials and community-based organizations.
A minimum of 10 years’ experience in leading and implementing conservation programs.
Strong project planning, leadership, and management skills
Demonstrated experience in monitoring, evaluation and learning, communications and outreach and project reporting.
Excellent management, communication, and organization skills.
Basic computer skills word-processing, spreadsheets, and databases.
Excellent interpersonal and networking skills, as well as the ability to foster professional relationships.
High standards of integrity, professionalism, and impartiality.
Able to work independently and effectively in a team environment.
Detail-oriented and highly organized, with a proactive approach.
Ability to multi-task and work to meet tight deadlines.
Ability to work as part of a multi-cultural, multi-disciplinary team.
Excellent written and oral communication skills, fluency in English.
Knowledge of and experience ensuring compliance with USAID regulations and requirements, is preferred.
