Job Summary  The ECD coordinator  will oversee the   implementation of all the ECD planned activities in the FCA- UNICEF funded project through the provision of, technical leadership , capacity building of all the ECD staff & Care givers, coordination with relevant district authorities and staff responsible for ECD and general coordination of ECD activities implementation of as approved in all the target districts under the guidance of the project manager. He/She will be accountable to the Project Manager and will from time to time work with him/ her and FCA Education Specialist to ensure quality and timely project implementation.
 
Key Duties and Responsibilities  
Provision of technical leadership for High quality ECD activities implementation
Technically lead the ECD team during monthly & quarterly planning for implementation of all approved ECD activities
Lead the ECD team in building the capacity of ECD care givers to promote quality ECD services delivery that include delivery ECD activities at the centre and parenting training for improved ECD support at family levels
Make regular field visits to all district of implementation assess and verify the quality of implementation by the ECD officer deployed in the district and suggest measures for improvement
Lead in preparation of high quality ECD activities implementation updates, reports and timely  regular submission to the  Project Manager for sharing with the FCA head office and donor
The ECD coordinator will account for all the funds disbursed to him or her for project work and will ensure proper use and timely accountability.
Capacity Development Supervision, and mentoring.
Assist the Project Manager in supervising project staff and taking appropriate action to ensure efficient and effective performance;
Identify the technical capacity needs among the ECD staff and plan to implement required measures working with FCA education Specialist, Project Manager and HR
Ensure the field education officers –ECD receive adequate necessary capacity support for quality ECD activities implementation
Conduct support supervision of the Field education officer-ECD, ECD caregivers to assess performances and make recommendation for improvement
Develop a clear mentoring plan for all the ECD staff including caregivers to strengthen quality of performance and delivery
Take full responsibility of ensuring all the ECD staff are acquainted with relevant national policies example, NIECD policy, ECCE policy
Take full responsibility of strengthening systems at district levels for IECD service delivery as per the NIECD policy and ECCE
Coordination and stakeholder engagement and accountability
To develop and consolidate good relationships with all the ECD sector partners, partners government departments and other stakeholders.
To regularly share information with other partners of the project to promote inter-sectoral cooperation and optimize resource utilization;
In liaison and consultation with the relevant local authorities, community leaders, civil society/non-governmental organizations
Conduct regular follow up on all project activities to ensure program quality.
Collect feedback from beneficiaries to adjust programming to meet the needs of the community using FCA’s Complaint Response Mechanism.
Contribution to the overall delivery of FCA work of the FCA Uganda programme team with special focus on the ECD activities in the district
Provide guidance to ECD officer in planning for  care givers  professional development activities in all the centres under the project and coordinate with teacher training institutions in delivery of CPD
Develop detailed project reports to ensure accountability and transparency to project partners and other stakeholders
 
Qualifications, Skills and Experience
The applicant for the Finn Church Aid ECD Coordinator job must hold a Bachelor’s degree in Education, ECD, Development Studies. Masters degree in related subject and is an added advantage.
At least Five 5 years’ experiences in leading ECD and education project or program implementation at a level of project coordinator in rural / vulnerable communities with a reputable institution or NGO very essential
Demonstrated understanding of government of Uganda’s policies on implementation ECD, ECCE
Demonstrated understanding of humanitarian approaches and standards.
Experience in networking and working with local government, international organisation and UN agencies in rolling out policies and system strengthening
Flexible and capable of working in challenging work circumstances like a multicultural context
Motor Cycle riding skills with Possession of a valid ridding license.
Proven analytical and strategic planning skills.
Proven ability to prioritize tasks, meet deadlines and work with limited supervision
Proven ability working in hardship environments
Demonstrated report writing skills, staff, and financial management
Computer Literate and proficiency in project planning and management software application
Personal Attributes
High integrity, self-driven and able to set own work schedule with rigorous deadlines.
Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision.
Strong organization, supervisory, problem-solving, interpersonal, communication as well as team building and negotiation skills.
Contribution to the overall delivery of work of the FCA Uganda programme team with special focus on the ECD project
Knowledge of one of the local languages
