Job Summary To provide support to policy and programme activities that effectively meet food assistance needs.
Key Duties and Responsibilities
Provide technical inputs to the District Technical Planning process to align with results-based planning of social protection activities;
Support WFP, DLG and partners’ planning and implementation of Social Protection monitoring activities on effectiveness integrated programme intervention e.g. beneficiary needs and status, social inclusion and transfer, food and nutrition security status, poverty levels, programme modalities, implementation challenges, etc..
Introduces participatory M&E with the DLGs with the potential benefits for local governance, for key actors, and for multi-stakeholder processes. Support identification of monitoring, review and evaluation needs during programmes/project planning and implementation
Support training of WFP and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
Amplify the role of M&E across all programmes and DLGs development plans and includes broad indicators. Also refers to cases where DLGs have established M&E systems
Contribute to the analysis of output and outcome data and recommend improvements to Social Protection programme interventions and to enhance WFP’s and DLGs’ ability to demonstrate outcome ocused results
Support the development, design, and writing of proposals and concept notes for related programming information management and reporting
Create and integrate graphics in reports and information products to help visualize data in a meaningful way
Edit content and presentation of all reporting and deliverables before submittal to ensure superior quality and professionalism
Coordinate responses to requests for information
Cultivate and strengthen relationships with local partner organization, donors, private sectors partners, and national authorities

Qualifications, Skills and Experience
The ideal candidate must hold a Master’s degree in Monitoring and Evaluation, Sociology, Social Development, Development Economics or Performance Management, Agricultural economics, Statistics, Biostatistics, Nutrition or other relevant subject with strong qualitative and quantitative background, and at least 5 years of experience in progressively increasing M&E responsibility in international development projects.
The candidate must have experience in leading the M&E of a large project
Strong conceptual knowledge about theories of change, logic model, food and nutrition security indicators, M&E plan, data quality assurance, data utilization, and gender integration into M&E
Demonstrated experience and expertise in developing and operationalizing a comprehensive monitoring and evaluation plan. • Demonstrated expertise and experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators.
Strong quantitative background and demonstrated expertise in designing annual monitoring surveys including probabilistic sampling strategy and estimating sample size, developing appropriate weights, and analyze quantitative data.
Demonstrated expertise in designing qualitative studies, in-depth knowledge about qualitative sampling, and experienced in using interview and interactive tools to generate qualitative information and analysis.
Experienced in developing data quality assurance strategies, data management, and data visualization.
Demonstrated expertise and experience in data utilization strategies and can creatively think about active data sharing techniques.
Excellent oral and written communication skills in English. Other local languages is an added advantage.
Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors.
