About US
The Capital Markets Authority CMA is a statutory body, established in 1996 by the Capital Markets Authority Act Cap 84 as amended, to promote, develop and regulate the capital markets industry. CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development.
 
Job Summary The Procurement Manager will provide strategic leadership in the management of procurement and disposal function of the Authority.
 
Key Duties and Responsibilities 
Monitor, evaluate, review, and implement procurement and disposal management policies, and develop sudsidiary manuals and guidelines;
Provide technical guidance and advice to stakeholders on matters relating to public procurement and disposal of assets;
Implement cost-effective procurement and disposal strategies and coordinate procurement and disposal activities in line with the PPDA Act, regulations and guidelines and other relevant laws;
Monitor the implementation of procurement and disposal control systems and tools;
Review and submit periodic procurement and disposal performance reports to the relevant stakeholders;
Manage all procurement, evaluation and negotiation exercises;
Train user departments on procurement and disposal procedures;
Monitor the management of contracts by user departments and liaise with the Finance Manager & respective Contract Managers to ensure timely payments to suppliers;
Coordinate internal & external procurement audits;
Supervise staff in the department.


Qualifications, Skills and Experience
The applicant for the Capital Markets Authority CMA Procurement Manager job placement must hold a Bachelor’s degree with honors from a recognized University. A degree with a bias in Procurement, Economics, Supply Chain Management or Business Administration will be an advantage.
A master’s degree or postgraduate/ professional qualification in procurement will be an added advantage.
A minimum of six 6 years of relevant Procurement, Disposal & Contract Management work experience, three 3 of which must have been at a senior level in a reputable institution.
