Job Summary  The ECD District Coordinator serves as the immediate focal person for All FCA’s ECD activities at district level will take general responsibility for quality planning, implementation and coordination of all  ECD activities and ensure quality delivery in all aspects of the ECD component of the UNICEF funded education project .He/She will be accountable to the ECD coordinator and will from time to time work with him or her to ensure successful project implementation.
 
Key Duties and Responsibilities  
Provision of technical leadership for High quality ECD activities implementation
Plan and ensure delivery of professional support to all  ECD caregivers supporting ECCE activities in all the centres/ communities through training and support supervision.
Ensure functionality of caregivers mentoring initiatives in all the centres
Plan and ensure timely delivery of all the materials planned for ECD service delivery
Plan for ECD care givers continuous professional to promote quality ECD services delivery in all the centres
Ensure all the care are trained in facilitating parenting training, plan and deliver parenting training for parents whose children and beneficiaries of the project.
Make regular field visits to all the implementation sites to assess and verify the quality of implementation , provide on spot support and suggest measures for further improvement
Support the ECD coordinator in preparation of high quality ECD activities implementation updates, reports through effective data collection and documentation of all activities implemented and learnings
Capacity Development Supervision, and mentoring.
Identify the professional  capacity needs among ECD care givers and plan to implement appropriate measures working with the ECD coordinator, FCA education Specialist, Project Manager and HR
Work closely with caregivers during parenting training to strengthen capacity for quality parenting activities
Conduct routine support supervision of ECD caregivers and  assess performances and make recommendation for improvement
Develop a clear mentoring plan with ECD caregivers to strengthen quality of performance and delivery
Take full responsibility for ensuring all the ECD caregivers apply appropriate pedagogical skills for ECCE and approaches that include home/ community small group learning for learning continuity during ECD centre closure due to Covid-19
Coordination and stakeholder engagement and accountability
The ECD District Coordinators is based at the district level will,
Develop and consolidate good relationships with all the ECD sector partners, government departments and other stakeholders;
To regularly share information with other partners of the project to promote inter-sectoral cooperation and optimize resource utilization;
In liaison and consultation with the relevant local authorities, community leaders, civil society/non-governmental organizations, strengthen community support towards ECD & ECCE through community sensitisations, dialogue meetings
Develop and consolidate good relationships with all the ECD sector partners working partners; government departments and other stakeholders;
Participate in all ECD and education coordination meetings at district level and share information with other partners to promote inter-sectoral cooperation and optimize resource utilization;
Liaise and consult regularly with the relevant local authorities, community leaders, civil society/non-governmental organizations
Conduct regular follow up on all project activities to ensure program quality;
Collect feedback from beneficiaries to adjust programming to meet the needs of the community using FCA’s Complaint Response Mechanism.
Contribution to the overall delivery of work of the FCA Uganda programme team with special focus on the ECD activities
Lead professional development activities for care givers and instructional coaches Mobile- Mentoring, In-class instructional support for care givers and , care givers training
Develop detailed project reports to ensure accountability and transparency to project partners and other stakeholders
 
Qualifications, Skills and Experience
The applicant for the Finn Church Aid ECD District Coordinator job must hold a Bachelor’s degree in Education, ECD, Development Studies. Diploma in primary education with relevant degree in addition to demonstrated extensive experiences in ECD project implementation
Proven analytical and strategic planning skills;
High-level communication skills;
Demonstrated project, program and human resource management experience, including working with local partners;
Proven ability to prioritize tasks, meet deadlines and work with limited supervision
Proven ability working in hardship environments
Demonstrated report writing skills, staff, and financial management
Computer Literate and proficiency in project planning and management software application
Experience
At least Five 3-5 years’ experiences in leading ECD and education project or program implementation at a level of senior project officer in rural / vulnerable communities with a reputable institution or NGO essential
Demonstrated understanding of government of Uganda’s policies on ECD, ECCE
Demonstrated understanding of humanitarian approaches and standards.
Excellent competence in working with ECD / ECCE care givers/ teachers example provision of CPD
Experience in implementing parenting programes with common parenting curriculum
Strong community mobilisation skills
Experience in networking and working with local government, international organisation and UN agencies.
Flexible and capable of working in challenging work circumstances like a multicultural context
Motor Cycle riding skills with Possession of a valid ridding license.
Personal Attributes
High integrity, self-driven and able to set own work schedule with rigorous deadlines.
Good command of communication skills in English
Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision.
Strong organization, supervisory, problem-solving, interpersonal, communication as well as team building and negotiation skills.
Contribution to the overall delivery of work of the FCA Uganda programme team with special focus on the ECD project
