Action Against Hunger currently supports refugees and host communities in Adjumani, Yumbe, Kiryandongo and Kikuube Districts by aligning our support with development plans in relation to nutrition, WASH, Food Security, Livelihoods and health interventions. Action Against Hunger utilizes innovative, evidence-based practices to build community and household resilience and self-reliance, while improving the quality of government services by using sustainable approaches to reduce hunger and malnutrition.
Job Summary The Deputy Program Manager is responsible for overall management of the project cycle, ensuring that project performance is in line with the project cycle at the base of implementation to achieve planned targets of a multisectoral project comprising of Nutrition, WASH, and FSL.
Key Duties and Responsibilities
Programming
Direct oversight of the project cycle management
Implementation of an integrating approach in response to malnutrition prevention, referral of malnutrition at community level, nutrition sensitive livelihood, WASH/WASH in Nut
Ensuring that technical guideline and standard set by Action Against Hunger are applied in the three sectors.
Offer technical guidance and streamline all E-Voucher systems in the project Fresh Food Voucher, OLUM & Commercialized farming
Putting in place a monitoring system for data collection concerning the different activities of the project as a basis for the evaluation and furtherance of the programme
Ensuring that all sub sectors within the integrated program are implemented at the same, acceptable pace.
Coordinating and supervising the technical implementation of the project in three different locations making sure this implementation goes at the same rhythm.
Ensuring the all targets set in the project documents are met
Take active role in improvement of existing projects and development of new proposals.
Budget Management and Accountability
Supervising and consolidate the procurement requests PRs for all location making sure the PRs are done in time.
Ensuring full compliance with financial and logistics guidelines in all project accountabilities/transactions.
Consolidating the information on financial implementation in the three locations and Conduct Budget Follow Up BFU meetings every month.
Ensuring the budget is spent every month as planned in the forecast and that 100% of the budget is consumed at the end of the project.
Conducting project kickoff meeting, Midterm review & end of project meetings.
Staffing & Staff Support
Taking part in the recruitment of staff in consultation with the Field Coordinator.
Supervising the program staff in the base of the project with regular visits to project sites.
Conducting regular Performance appraisal for the staffs supervised.
Giving support, guidance and closely following up the work of the staff under supervision.
Making sure that all programme staff know and apply the recommended technical standard and approaches.
Identifying the teams’ training needs based on assessments and observation
Ensuring the quality and pertinence of training programmes established for the Action Against Hunger teams
Resolving problems arising in the teams with the support of team managers and, when necessary, in consultation with Human Resources
Reporting & Documentation
Produce weekly, monthly, Quarterly, final & annual internal & donor reports as per the set guidelines.
Compile a regular summary of indicators for his/her programme APR to enhance indicator tracking and information sharing.
Take part in compilation of special activity reports, assessment reports, surveys, studies, and the like.
Take a lead in documentation of lessons learned, and success stories.
Representation
Represent Action Against Hunger in various fora including Technical Sector working groups, planning meetings, joint Monitorings and other platforms and competently explain Action Against hunger’s vision, mission, objectives, operations, and any other matter as need may be.
Developing a framework for communication with local representatives regular meetings, identification of key local actors and development of collaboration with them to facilitate harmonious and productive relations
Qualifications, Skills and Experience
The ideal applicant must hold a Bachelor or Master’s Degree preferably in Nutrition, Public Health, Water Engineering, Agriculture, chemistry, or related biological & physical sciences, Agribusiness, Bachelor of arts in international relations or related field from a recognized university.
At least three 03 years with humanitarian experience implementing integrated programing in emergency context involving; Cash Based Transfer, Nutrition, WASH, and FSL.
Good communication, writing and analytical skills
Good team management and representation competencies
Knowledge of budget management
Experience in assessment, monitoring or evaluation
Familiarity with Action Against Hunger and acceptance of Action Against Hunger’s principles
Knowledge of the local Area, local context, language is an added advantage
