Job Summary

The MEAL Specialist will be responsible for the overall MEAL deliverables of the program. The TFC program focuses on four major areas: (i) All children learn and are safe in a quality and inclusive learning environment, (ii) Prevalence of child protection violations reduced among families and communities in selected districts, (iii) Central and local governments of Uganda and other duty bearers respect, protect and deliver child rights, and are held accountable by children and the civil society and (iv) Enhanced adaptive capacity, and reduced vulnerability to the impacts of climate change at the household, community, and institutional level.

Key Duties and Responsibilities

Program Design

  • Contribute to project design by assessing the needs and capacities of the target communities,
  • Actively involved in participatory community’s problem analyses for program design.
  • Document critical lessons-learned and challenges to be used for program design.

MEAL System Implementation

  • Set up a strong MEAL system and operationalize MEAL in the TFC.
  • Ensure that MEAL planning and discussions are held with all TFC staff, partners, and key stakeholders.
  • Support the development and review of the TFC key documents (Theory of Change, Log frame, M&E plan, etc.).

Accountability Mechanism

  • Facilitate project & partner staff to set up feedback and complaints infrastructures.
  • Collect and manage complaints, ensuring timely responses.
  • Ensure regular ‘Accountability to Beneficiaries’ analysis reports are generated.

Data Management & Learning

  • Enhance use of digital data collection (Kobo, ODK).
  • Support documentation of results, impact, and best practices.
  • Participate in evaluations and learning events.

Planning, Budgeting & Reporting

  • Coordinate MEAL resource allocation and budget planning.
  • Ensure data-driven reporting and decision-making.
  • Support accurate project performance reporting via PRIME.

Qualifications, Skills and Experience

  • Minimum of a relevant bachelor’s degree in Statistics, Quantitative Economics, or related field; Master’s in M&E preferred.
  • 5+ years in M&E system development (preferably in environmental/NGO sectors).
  • Proficiency in SPSS, STATA, R, ArcGIS, or similar tools.
  • Experience with mobile data collection platforms (Kobo, Comcare).
  • Strong communication and interpersonal skills in English.
