About the Organization
The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore marine storage and export terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to international markets.
Job Summary
The Safety and Integrity Engineer ensures the reliability, availability, and safe operation of EACOP’s assets. The role focuses on managing technological risks, ensuring critical safety barriers are effective, and preventing major accidents across pipeline installations and associated facilities.
Key Duties and Responsibilities
- Provide effective technical support and troubleshooting capability to the overall EACOP’ scope for technological risk and integrity management
- Monitor fits for purpose status of Critical Barriers and related SECE
- Coordinate the SECE guarantor network
- Technical integrity audits and verification of SECEs across all installations, ensuring that all findings having a potential major consequence are reviewed and classified as Major Integrity Threat and monitored as required.
- Support and supervise all ORAs, RCAs and failure investigation on systems and equipment, as required
- Coordinate with OSL the DGS resolution process
- Provide support to ensure all safety studies (HAZID, HAZOP, HAZAN, TRA, FERA etc.) and design activities are completed according to EACOP requirements
- Manage technical interfaces with project teams (Site modification) to ensure safety design harmonized and follows EACOP’ rules and standards
- Act as a guarantor of risk analysis and safety engineering aspects related to site modifications
- Provide timely and accurate reports to the Major Risks and Integrity Team Leader
- Assist the Major Risks and Integrity Lead in Budget preparation, monthly updates
- Development and Monitoring KPIs and provision of regular reporting for technical integrity and major risks
- Co-ordinate and participate in periodic plant and equipment history reviews to maximize plant availability
Qualifications, Skills and Experience
- A relevant engineering degree preferably in Process Engineering, Safety Engineering, or Mechanical Engineering
- Minimum 5 years of specific experience in Oil and Gas industry with experience covering operations, inspection and maintenance
- Thorough understanding of Technological risks management process, Barriers models and their application
- Knowledge of related standards / regulatory requirements: ISO31000, IEC61508, IEC61511 etc.
